One alternative is to get a portable USB3 HDD or SSD and install Windows on it using perhaps another PC at a friend's house, or a friend's personal laptop (utilities to allow you to install Windows on an external drive exist, do a search, but you will need a licence of course). You could choose Linux instead, for free. You may be able to boot from that. If not, you may be able to enter the firmware settings and enable booting from USB drives. Often locking out the firmware is not bothered with so you can get around it that way and run in your own environment.
Another is to buy a Stick PC, plug it in to the monitor and bypass the locked down PC entirely.
