As already said in above posts that is not possible in windows phone with a app.
If you want it you need to buy a separate recording device.

As stated earlier in the thread, and the other many threads on this topic around the board, you cannot. Not natively on the phone. Microsoft does not allow that access to any App. It is a privacy/legal issue sort of thing.

There are hardware workarounds as described in the post I linked directly above your question.
