How to restore Skype contacts

After defragging Win10 (v1703) on a SSD drive, Skype lost all its History - Contacts
and Recent conversations; however on my other devices, History is intact. I've Googled 'contact-restore', but the steps offered apply to older Skype versions, not to the current 'gleaming new' Skype. I've even got an intact Skype history on another PC with Win10 v1703 and the latest Skype.

Try uninstalling and reinstalling Skype. Then sign in with your account again, the contacts and history should synchronize back.
