How to turn on celluer network

after ungrading my Lumia 625 into windows 10, i cant turn on my celluler network. In network setting it shows "cellular turned off" please help. TIA

Shows off but is always inn ... I don't have any data pack ... I am always in wifi zone ... Now i don't know how to turn it off

The cellular data toggle is not functional in this build.
