I can't set my files to read and write Windows 10

I used to be able to set any file on my computer to read and write, but recently when I press the "ok" button it doesn't change anything, the window just closes and nothing happens. What is going on? Do I have a virus or is my settings messed up? I'm usually able to look up and fix these things but it am unable to find anything and when I do find something it is something that I have already tried.
