This is not a Windows Phone 8.1 issue...

Please check the Apps Forum for an appropriate thread that is already ongoing for VLC (Beta): Windows Phone Apps - Windows Central Forums

Best option: review all the Beta Test documentation and sources the VLC team sent you and follow their instructions exactly.
