No. It appears that you are being scammed!
Cortana is free but only available on Windows 10 OS.

Cortana is free to use, however she can only be found on Windows 10 (desktop) and Windows Phone 8.1 and Windows 10 Mobile. (and iOS 8.0+ and Android 4.0+)

She is also limited by region, but that's probably not a concern in this thread yet.
