I need to be able to remotely validate an acquaintance's fingerprint on the phone. How can I do it?

I have a patent that most simply requires the biometric scan of the phone user and an acquaintance of the user.

I will have blood tested users with sexually transmitted disease profiles submit their finger or eye scan in an app to be remotely verified to access a comparison of the disease profiles, so that the users can make a decision about whether to have sex.

Since it is unreasonable to feed the phones with everybody's finger scans, it will have to be done remotely. Can you make this happen?

To be clear... This is a fan based News and Discussion site which is not in any way run by Microsoft, Lumia or any developers.

Also, I'm not sure it is advisable to anonymously post your idea on public forums before you've worked out the tech.

I am trying to get a National Institutes of Health grant to remotely validate biometric credentials that are linked to sexually transmitted disease info. I have a complicated patent that does this. I'm sure nobody writing security policies envisioned this kind of service when they said that no biometric data is to come off of the phone. How, or when can I get this kind of functionality for my app?
