if windows 10 isavailable for phones or not

in my phone i install windows insider app, then instal windows 10 preview using windows insider,but it is not good so i re install the 8.1 , now windows 10 full version are available for phone.

It is still not officially available for phone. There is only the insider version. If you didn't like the insider version, it is best to wait until october/november when the full version is released.
