You can use the web version on your internet explorer mobile. There isn't any app available in windows phone store.

True for that you can use either a surface / desktop. It isn't possible on mobile. You can the devlelopers via mail and ask them if they have any plans to support windows phone in future.

IMO messenger does not have an App for Windows Phone. You can not sign into the website until you register via App.

No chance right now. You would have to contact IMO to find out if they plan to support your phone.
