Inconsistent Photo Resolution (1920x1440 vs. 4992x3744). Can anyone confirm?

I just noticed that even when settings say JPEG (19 MP), there are situations when image captured is only 1920x1440 on the main camera.

From my testing, it seems to happen when I change focus, ISO, shutter speed, etc. Those photos seem to contain incomplete EXIF as well. No GPS coordinates, Device info, etc. recorded.

Can anyone confirm?

To some degree yes, it is randomly changing on my 735. One photo will be 3056x1712, and most others would be 3072x1728.

Restart seems to have fixed whatever it was. I can't reproduce it anymore. I'm really starting to hate the "Adding final touches..." when opening photos though.
