Tech has created a surplus by streamlining how spectrum is used and making it more efficient. Witness how much new spectrum was auctioned off after TV went digital...

I'm not sure I trust congress, or the listed agencies, to choose wisely and hold enough reserves for future needs outside their individual usage.
