Inking overlay on screen (not directly on documents)

I'd like to ink on the screen of my pen-enabled laptop in such a way that my markup is transient (until I decide to clear it) and floating over apps/interface so to speak rather than actually directly marking up documents.

I've done this with conference room presentation screens at work but these were on machines setup by work and I don't know if it is supported directly within Windows 10 or if some 3rd party background app is needed.

Would be grateful if anyone could give some advice on how to achieve this
