They announced instagram would be coming to windows this goes being without said for win phone 8, what about surface rt and windows phone 7.x

Given how dificuld it was to get it for WP8 (and I bet MS poured thousands if not millions of dollars to do it), I wouldn't count on a Windoes 8/RT version. As for Windows Phone 7...forget it. The platform is practically dead. At the moment it looks like a character from The Walking Dead. And not a human one. Sorry =\
