I think this feature is currently disabled since there is no options to download xap/appx files from Web Store.
Don't know when they would enable it.

I don't think if its possible now, but you can install xap or appxbundle from PC using Application Deployment app.

Wish they add this feature soon since everybody cannot afford to update or install apps and if we don't have wifi then we won't be able to install large apps :/

Not sure if they will add it back because they removed 'download' to PC option too. If you have access Windows desktop, try the tool I mentioned in previous post.

They should add it since it is one of the important features. They have been adding some features and then removiing others. **** strategy :3 Will have to download the tool you mentioned. T
