You don't update it through the recovery tool, if you had problems with your phone you can go back to .29 via the WDRT.
To update your phone you would need to sign up to the Windows Insider and download the app to your phone.

It runs fine on my Lumia 930 and 535.
So I would say yes and the latest preview builds are very stable.
There are some issues that users have and there are many posts on this forum about them.
