Is Cortona not global?

I don't seem to have it in Malaysia. Any ideas?

Cortana is currently only available as a Beta for testing in the United States as they haven't fully localized it. You can enable it if you switch to United States under Settings --> Region.

In the coming months, it will be made available for more countries.

It isn't global yet. Won't be for quite some time. But you can use the app as long as you switch region to the US and language to English (US). That'll work provided you're not using the non US version of the 8X.
