Yes, we do share your information in certain cases. ....................We also share data with Microsoft-controlled affiliates and subsidiaries; with vendors working on our behalf; when required by law or to respond to legal process; to protect our customers; to protect lives; to maintain the security of our services; and to protect the rights or property of Microsoft.

Yes, but there is nothing new about that paragraph. It's been like that since I can remember.

The good thing about this list is that it explicitly mentions whom data is shared with, which rules out all other interested 3rd parties. That's not true of other's privacy statements.

The bad thing about this is that it admits that MS (or any other U.S. based company) is incapable of protecting their customers from goverment overreach, snooping and profiling.
