Is it possible to create a Keyboard For windows Phone

There are many Keyboards in windows phone such as English(united States),Hindi(Devanagari),English(India) and Hinglish (which is basically typing Hindi using English alphabets.)

What I want to ask is Is it possible to create my own keyboard like this. I like to create a keyboard for the local language.

If its possible could you please tell me how to do it?

Well, you can type in words like ghedi or kazhutha and tap on the +kazhutha or +ghedi to add that to the dictionary. Other than that, No!
