Is It Possible To Move Paid Apps From One WP10 Account To Another?

My old e-mail address is being terminated tomorrow, so I wanted to know if it is possible to have my paid apps moved to a different account. The new account will be used on the same phone, but the phone will have to be reset of course.

Two things come to mind, but I'm not sure if either will work.

1. setting the new account as the primary account and removing the old one. I haven't done this since WP 8.1 days! Window central had an article detailing how it can be done.
2. Mailing the developer and asking for a code.
