Is it possible to network Windows 10 mobile to a PC via wi-fi?

I've done a little search on here this afternoon but a lot of what I find is just confusing me more. Basically, I just want my PC files accessible and transferable to my phone and vice-versa.
I'm completely new to windows mobile, coming over from Android, and so far so good I think.

I picked up an Idol 4s on Wed and have been just happy as a clam exploring it and setting things up . It came out of the box with the 1607 update, the few remaining updates it needed took literally less than a couple of minutes to download and install.
