Is it true windows phone/RT will be merged?

Microsoft said their development teams will merge and work more together, and we'll see more universal apps, but I doubt we'll see a complete merge of both operating systems - most likely more seamless interoperability of features and apps.
 
Technically merging is not even possible as Windows RT is just the Windows sources compiled for ARM. With other words you would need to merge the Windows sources with Windows Phone sources in order to accomplish above assertion.
What is known is the following:
With Windows 10 there will be 2 versions: Windows 10 Mobile (replaces Windows Phone) and Windows 10. Microsoft can compile both version for ARM. The question is, does the Surface devices still get the ARM version of full Windows (as is today with Windows RT) or the ARM version of dumbed down Windows Mobile.
