Is it virus or not?

Hi, in the last week, I've noticed that my laptop keeps uploading and downloading even when not in use.

my upload data has gone up than usual, especially if I'm using a browser.

when browsing, it has an upload of 10 MB for every 50-60 MB of downloads

my browsers send a lot of upload packet

I left my laptop on, unused and connected for 4 hours, when I checked, it has an upload of 10mb and download of 7mb.

I use windows defender, it found anything, although I noticed under app and browser, the check apps and file option is inactive. I searched for solutions to make it active but none worked.

is it a virus? what is wrong? any help?

I use glasswire and a network meter gadget to monitor data use.

Firstly, what apps do you have running in the background? Are you sure it isn't an app update or something like that? Try installing Malwarebytes and run that to see what it finds.
