Is my Surface 3 broken?

I just purchased this as a refurb. When powered on (it usually goes away) it acts like its being touched on the bottom left near the start menu. There are touch bubbles/circles as if a ghost finger is touching it. I am going to try doing a Windows update and calibrate the touch screen but I am guessing there is just a digitizer defect.

others who have reported this issue have mentioned it as a hardware issue so you could take it to a technician for checking
