is my windows 10 log in saved to a cloud?

[Windows Central Question]

I have windows 10 on two machines . for some reason one of my PC did a total crash on windows 10 and had to reinstall the windows 10 on that PC I have my log in and passsword.,,, but where to apply this on the crashed PC ( now fixed) to get back most of my saved information -I had on a cloud Microsoft windows 10 ( last year) that is on my outlook.com sign in ???
