Yes - RunMaster Pedometer. It works in my Lumia 1020 (back in WP8.1 and now in W10M) even if it does not have SensorCore. So if your phone happens to be one of those that have SensorCore, this app should work more reliably - that's not to say that it is not working reliably in my 1020.
It works for me, even when the phone is locked - that's the only reason I'm mentioning and recommending it. The 830 is a newer device so it should work there as well. If it doesn't, then I must be lucky with my aging 1020.
The Microsoft Health + Fitness app used to do it (and quite well), but it is no more.
Microsoft Health has gone back and forth with SensorCore support (currently, it doesn't).
Interestingly enough, Health's goals are 1/2 that of Health + Fitness's.

Is it possible to retrieve the step count data from windows?
Sensor Core support is deprecated, and now there is a Pedometer class (Windows.Devices.Sensors.Pedometer), but I can't found a phone with pedometer as a sensor. Is it secure to use it?
