maps application that lets you download maps for offline use and add signs to the map

Hallo,
I am looking for a map application that let you download the map for offline use. Another important feature that I'm looking for is that I would like to be able to create my maps, by adding symbols to the offline maps.

Any suggestion ? Thanks

What device are you using?

If you're using a Windows Phone 8.1, the native maps app lets you download apps for offline use, under Settings > Applications > maps > download maps > select country.

I'm not sure what you meant by "adding symbols" in conjunction with "create my maps". Did you mean you want to edit the offline map, i.e. creating custom roads? If yes, then there seems to be no map app that allows you to do this, though there is website for that: openstreetmaps.org. If you meant adding landmarks and points of interest, then you can do that with the native Windows Phone 8.1 maps app as well. Just hold on any part of the map until a prompt to name that location appears. The neat thing about this is that this would work with Cortana when you want "her" to remind you when you reach that particular location or get departure/arrival/traffic alerts for that location... if you have "her" available and enabled in your region/country.
