Is there a way to Update Windows Phone 8 Portico via PC

Is there a way to Update Windows Phone 8 Portico via PC or just through the phone as these reboot problems are annoying me and have not got the update yet. My phone is from O2 (UK) with a 3UK network sim inside the phone.
