When they say 8.1 devices I wonder, how about the devices that shipped with WP8? like Lumia 92x and the rest? Are those included too?

Edit: I'm already running Win10M on my 920 through the Insider Program. But what of those not on the Insider Program?

Every phone shipped with 8 was updated to 8.1, so consequently....
A lot of rumor for some carrier for tomorrow starting release on a lot of old phones
