Is there some developer could extract old Accuweather 8.1 app xap?

Like old Messenger available for 10 AU thanks to developers, someone could make it on other old vrsn apps.
Like Accuweather, the latest is far worse than previous

problem is:
1: your phone would have to be in developer mode (ok, not that big of a problem if on Windows 10)
2: the app would have to be changed so that it would not get auto updated from the store
3: do you really trust people on the internet enough to give you an older version on an app that's been modified so it won't get updated WITHOUT adding in something??
4: all of the above is moot if APIs have been changed, rendering the app useless....
