Is there some way to post feedback about Windows 10 without being an insider

I have a specific issue - the terrible interface between the People app on outlook.com and Outlook contacts on my desktop (I.e., they don't sync with each other. And I just tried to update a People contact using my desktop Outlook - and the contact was deleted when I saved the changes!)

I am hoping that Windows 10 will provide real-time syncing of contact info across all devices for individual consumers such as myself (i.e. WITHOUT requiring an enterprise level account).

I do not want to join the Insiders program as I don't have a spare device to take the risks involved.

So is there some other way to feed my concern into the development process? Or find out how/if this issue has already been raised / is being addressed?

That doesn't sound Windows 10-related. More likely an Outlook issue.

True, but it's up to MS to update the app itself, so perhaps they can push an update with W10 or before xd
