Is there VPN PPTP on windows phone? or on new updates?

Unfortunately windows phone 8.1 does not support VPN PPTP
when it will be available?

That's up to MS, but PPTP is really a legacy protocol so I would doubt if it came to WP.

Yeah PPTP has been removed from the latest Windows servers, it's archaic and insecure. It's time you changed VPN protocols.
