Is windows 7 slowing or preventing UWP and potentially PWA adoption in microsoft's ecosystem?

if it is the case then UWP and PWA adoption for windows is on the horizon after windows 7 is no longer supported.

I think a better thing to look at is UWP/PWA use among those who use Windows 10 and I'm not sure that number would be particularly high.
