Is windows 8, windows store down?

I have been trying to connect to windows store for 5 hours and have been unable to. I need to download citrix receiver and this is apparently the only way. Is windows store down. I get an error message re the server.

Unfortunately when I go to the link it says 'view in windows store'. I click on this link and there I face the issue, when trying to connect to Windows Store
