There is no official date for the release of Windows Phone 8.1 . Currently, the only official news is that WP 8.1 will release for developers in sometime "First Part Of April".
April 14 is a date which is shown by engineering mail by neowin.
Most likely, the 8.1 update will be released on 14th April via preview for developers app.
