Issue with MarketPlace on 1520

I'm trying to download Eminens new album that's free but when I click download, it says " purchase not completed". Anyone else having this issue?

Click on buy then download, check that your phone region is US in the settings. Just installed it even that I'm outside US.

I had the same issue all yesterday. I ended up just getting it through the Xbox Music app on my PC.
