Hmmm... Looking at the update page for your region it appears only 520 and 820 country variants in Iraq are still waiting. All else in the region says available.

At a guess I would say that indicates a firmware issue that needs to be fixed for those two models. I can't guess when that would get cleared though. You could try checking with your carrier to see if they have more info or contact Nokia Care for an explanation.
