Living Images on PC

Most of us know that we can see living images at some WP8.1 devices in apps like nokia camera and story teller.
My question is: Can we see it on a PC?

I've searched for it and had no luck, it is the saddest side of the living images implementation so far.

I wish they at least made the storyteller app for windows 8 available for all Windows Pcs
