Location and Beta ?

Some current already out the box Lumia's have Denim here in Canada - not only does Cortana work but it's not in Beta !!

So what gives that i have an unlocked T Mobile Ive been using in Canada got Cyan update ( Cortana Beta /understandable ) waited for Denim - Got that update today and yet Cortana will not work in Canada and is still in Beta ( in order to use this i have to change my Language and Region to U.S !!) and yet still in Beta WHat gives !!!!!!!!!!!!
