locking start screen

[Windows Central Question]

Is there a way to lock the start screen to prevent customization? I am considering getting my elderly mother a windows phone and creating a start screen that makes dialing family simple without her needing to use numbers, since she has trouble with them after a stroke.

i believe locking the layout of tiles is not possible , but maybe that could be achieved using kids corner on windows phone 8.1
