You must sign in to your Google account and become a tester, right here. After you are enrolled as a tester, you will be given the option to install Cortana.

Cortana is far better than I expected on Android.

Yes it's pretty decent. I had an issue with the last update though; when I enabled "Hey Cortana" it took over the microphone so it wouldn't work for Google Now. Otherwise Cortana works great!
