Can the Lumia 1320 be updated to Windows Phone 8.1, and if it can, then when? And also can it be updated to Lumia Cyan, and will it have Cortana?

Updated to WP8.1 with Cyan and Cortana? Yes. I'm running it on my 1320 with the Dev Preview.

When? Unknown.

It's already out. You have to dev unlock your 1320, then get the preview app from the store.
