Check in settings if by chance you set network speed to 2G only

It problem with the OS which does not activate itself to 3g mode when changed in settings. Switch to 3g mode and Restart your device.This works for me all the time. And some times you need to restart it couple of the times for it to work.

It would appear that even though the 521 has the right Frequencies on board, it is operating on the wrong Bands.

In the US on T-Mobile, the 3G radio is tuned for AWS Band 4 which uplinks on 1700 and downlinks on 2100 MHz. Whereas Airtel India is looking for IMT Band 1 which uplinks on 1900 and downlinks on 2100 MHz.
