lumia 650 volume not loud enough

at times it appears to be loud and at other times the volume falls even when the loud speaker is activated

Is it not loud on a pair of headphones or the regular phone speaker? If it's the headphones, try another one. If it is the speakers, do you have warranty on your phone? You can always take it in to get looked at if you do.
