If the phone is paid off, yes it can. If you are provided the IMEI number, you can verify for yourself but If I am wrong please correct me. I had this problem when I purchased a back up 925 that was locked to ATT, but unfortunately for me the phone wasn't paid off and I couldn't unlock it.

Bump: The phone is still available. Also, I have received the sim unlock code from T-Mobile. I haven't implemented it yet because I don't have a non T-Mobile sim card (which is apparently needed to unlock).

FWIW... At one time this was the best all-around Windows Phone you could get. Users said so and also the blog... The article has been overwrit with an updated year so I can't link it.

If i didn't recently grab an M8, I'd have gotten this for sure. My favorite Lumia of all time with my 2nd favorite Windows phone 8 design (after the 8X).

Thank you for the tip. It works! Now the 925 is unlocked.
