Lumia 930 screen rotation: Only two options?

Does the LUMIA 930 screen only rotate between two positions? Where the horizontal orientation has the volume/power/camera buttons on the bottom?

Is there a way to allow the screen rotation to have the buttons situated at the top instead?

It goes either way, and should normally. the only direction it won't go is upside down.
