my lumia 950 xl not start after restart showing blue window and not going to start

You might need to hard reset it

1, simultaneously press and hold the power and Vol down button until you feel the phone vibrates
2,release both buttons and press and hold the Vol down button until you see an exclamation mark on screen
3, press Vol up, Vol down, power, Vol down buttons in sequence
