Is Coming soon closer to release, or is Waiting for approval closer to release?

Sorry! Point being, neither tells you how close it is. Also, since it is based on carriers releasing it, the carriers could change their mind when and how close to release an update is.

1) waiting for approval
2) coming soon (i.e. it has been approved and now just waiting to be distributed)

Probably waiting for AT&T to approve it, though no one is sure.

Yes, coming soon will be released first as it matches with the info they have put up on the conversations blog..

If you look carefully here on the website, I would say "Waiting for approvel" come after "Coming soon", as we all know, 520 would probably the last one to get the update.

According to Allaboutwindowsphone.com "coming soon" does mean its been approved and should be available shortly. Nokia commences roll out of Lumia Amber software update

Coming soon is sooner than waiting fo approval. According to official Amber availability page Availability in Asia Pacific - Nokia

Lumia Amber update status:

Waiting for approval = undergoing final testing with country or operator to achieve approval.

Coming soon = approved, in final pre-release checks.
