Lumia Icon - Unable to connect to 3G Network

I have a Lumia Icon which I bought in US - I am currently in India and on Idea network. I had 3G connection until today afternoon. To check if the Cyan update is available, I changed the region to US and back to India. After this the phone is not connecting to cellular data network, even though I can make voice calls. It connects to Wi-Fi without issues. So far I have tried the following -

1. Soft reset (power and volume down)
2. Change region back and forth
3. Hard reset (twice)

Internet APN is set to internet, but still no connection and the status bar is not showing E/3G or H+.

Can someone help?

Install Nokia Access Point to activate internet, etc settings.
