A new HD 520 driver just hit my Surface Book.The date is 7/6/2016 and the version number is 20.19.15.4463.
I've been flogging the machine on a 21:9 LG display for the last 20 minutes and so far I have seen only one of the 2-5 second blackouts that used to happen constantly. I haven't yet seen the jittery broken screen that made me want to throw something against a wall every time it happened, so I hope that is fixed. We'll see.
The timing of this is amazing. I had just opened the NVIDIA Control Panel and switched to the NVIDIA driver for default graphic display, and then two minutes later on a routine update I get the new Intel driver.

OK, in the middle of composing this I got the blackout again and when the image came back up it was split and jumping around again. So whatever is wrong wasn't fixed by the new driver.
